Tools Of Floodplain Management

The 2021 Tools of Floodplain Management workshop is a 2-day course designed for local floodplain administrators. It covers various important issues as well as day-to-day activities, incorporating updated NFIP information and forms.  This course is designed to provide basic knowledge of the National Flood Insurance Program (NFIP). We recommend that those wishing to take the Certified Floodplain Managers exam complete the Tools of Floodplain Management workshop prior to taking the CFM exam.
There is no registration fee for this workshop.
This course has been approved for 9 Continuing Education Credits (CECs) for Certified Floodplain Managers (CFMs).

Substantial Damage Estimator (SDE) 3.0 

When structures located within the Special Flood Hazard Area (SFHA) are improved or damaged, an inspection by the Floodplain Administrator must be made. When a structure meets the definition of  substantial improvement or is substantially damaged, specific flood hazard reduction regulations become effective. FEMA has developed an excellent software tool – SDE 3.0 – to assist local officials. This is a formalized  and organized approach for making these determinations; in addition, it is a FEMA-accepted method for determining substantial damage and substantial improvement. 
This useful tool may be utilized to assess flood, wind, wildfire, seismic and other forms of damage, as well as property improvement.  With an SDE process in place,  communities can complete their NFIP requirements more quickly, allowing citizens to start reconstruction sooner.  SEMA Floodplain staff has developed a workshop teaching all aspects of FEMA's SDE 3.0 program. Communities attending the workshop will receive tools to set up the  SDE process. Workshop agenda topics include an inspection of a damaged building.

This workshop is approved for 8 hours of Certified Floodplain Manager (CFM) Continuing Education Credits (CECs).

Letters of Map Amendment 

The Floodplain Management Section is working on completing a Letter of Map Amendment workshop for 2021. The Letter of Map Amendment workshop is designed for local floodplain administrators, surveyors and engineers. The workshop will provide insight into completing FEMA’s MT-EZ and MT-1 Forms. These forms are used by applicants to request that FEMA remove structures, lots, or portions of lots from the Special Flood Hazard Areas (SFHAs). The workshop’s dates, times and location will be announced on the sema.dps.mo.gov website and by email at a later date.

 

Elevation Certificate

The SEMA Floodplain Management Section will host a FREE Elevation Certificate Workshop this spring. This course will provide detailed training on completing a FEMA Elevation Certificate (EC) accurately and completely. Two EC workshops are being offered and are limited to 30 attendees per workshop.

This workshop has been approved for six (6) Continuing Education Credits (CECs) for Certified Floodplain Managers (CFMs).
